John Gross is an accomplished labor relations lawyer with nearly 35 years of legal experience in private, corporate in-house and federal government practice.

He is currently employed as Counsel with the National Mediation Board (NMB or Board), an independent federal agency that resolves labor disputes in the airline and railroad industries. In that role, John is primarily responsible for conducting union representation investigations and elections, drafting representation determinations and jurisdictional opinions for the Board, managing federal court litigation involving the NMB, providing advice and counsel to the Board on a wide range of issues arising under the Railway Labor Act (RLA), and serving as special counsel to Presidential Emergency Boards (PEBs) established by the President to investigate and report on collective bargaining disputes.

John began his legal career as an attorney with the National Labor Relations Board (NLRB) in the then Hartford, Connecticut regional office. He later joined American Airlines’ in-house legal/labor staff, where he held a number of labor-focused positions, including Associate General Counsel, Labor & Employment. Over his 19 years with American, he advised and counseled the airline’s executive leadership team and other senior management on all significant labor matters, including NMB proceedings and processes, all phases of the RLA collective bargaining process, PEBs, union organizing campaigns and elections, bankruptcy and related labor contract restructurings, and grievance/arbitration matters. He also represented American and its regional carrier affiliates in numerous employee discipline and contract interpretation arbitration matters.

Prior to joining the NMB, John was Special Counsel with Sheppard, Mullin, Richter & Hampton LLP, where his practice focused on advising clients in all areas of labor and employment law, including litigation, mediation and arbitration, and compliance with the RLA and NLRA. He frequently represented clients in grievance/arbitration matters and proceedings before the NLRB.

John received a B.A. degree in Economics from the College of the Holy Cross, a Master’s degree in Industrial and Labor Relations from Cornell University, and a J.D. from the Catholic University of America in Washington, DC. He is a member of the Connecticut, District of Columbia and Texas Bars.
